My pc shows a whole bunch of users, and it's causing some permission issues...
Why so many in there? Only one user for this machine, myself, what others can I delete safely?
Short answer...none. Those, and others, are internal Windows user profiles for running services and such. They have different privileges and permissions levels. Best not to mess with them at all unless advised to do so by a qualified person.
