Administrator account do not have administrative rights always

I tried this over several laptops to see if its corruption and the result is not .

Accounts with Administrator rights do not have administrative privileges over all folders owned by Administrators group , that i either have to own the folder or add the user (administrator) to users with permissions to that folder .

Now I think this is odd since Administrator account should inherit Administrators privileges or am I wrong there ?

Above administrator is system which maybe in control it's a security idea that on some important folders that may be effected by malware you need to give permission to ensure your not malware

The whole idea of permissions and inheritance is that a user should inherit group's permission that it is a part of , its the whole idea behind a group else what is a group really ? This happens over all systems that adopts it like databases / linux based systems etc .

Now seriously what's the point of having the administrators group in windows if administrators don't inherit its permissions .
