Starting with Windows 10 build 17040, Microsoft added settings that let you to view and manage your activity history. Your collected activity history allows you to jump back into what you were doing with apps, docs, or other activities, either on your PC or your phone. To resume your activities, Windows needs to collect your PC activity.

Timeline is now available in Windows 10 starting with build 17063. In Timeline, a user activity is the combination of a specific app and a specific piece of content you were working on at a specific time. Each activity links right back to a webpage, document, article, playlist, or task, saving you time when you want to resume that activity later.

In addition to resuming past activities through Timeline, your personal digital assistant Cortana will suggest activities you might want to pick up where you left off (resume) to help you stay productive as you switch between your phone, laptop, and other Cortana-enabled devices. This experience is powered by the same activities that appear in Timeline.

This tutorial will show you how to turn on or off allowing Windows 10 to collect and sync your account's activity history on the PC for Timeline and Cortana.
    Note   Note
Starting with Windows 10 17083, Microsoft added a new setting that allows you to sync your activities to the cloud for a seamless cross-device experience. You can enable Let Windows sync my activities from this PC to the cloud in the settings app, or you can enable it via an option provided at the bottom of Timeline. Until new users enable this setting, Timeline will only show four days of activities. (If you are upgrading from an earlier WIP flight, you may not see this option as the setting is already enabled.)

    Here's How:

    1. Open Settings, and click/tap on the Privacy icon.

    2. Do step 3 (filter), step 4 (collect), and/or step 5 (sync) below for what you want to do.

     3. To Turn On or Off Filter Activities for your Accounts from your Timeline

    Note   Note
This setting allows you to control which of your accounts appear in Timeline. This is most relevant when you have multiple accounts, such as a personal Microsoft account, and a work or school account.

    A) Click/tap on Activity history on the left side, and turn on (default) or off for each of your accounts listed under Show activities from other accounts on the right side for what you want. (see screenshot below)

    What does it save?

As far I can see it is only certain MS apps (like Powerpoint or Edge as described in one of your links) and then only if you save to OneDrive not locally.

Is there any description of what it is supposed to do anywhere?

There's nothing official yet, but it appears to be part of the coming TimeLine feature.
