Uncheck [Store my activity history on this device]
Uncheck [Send my activity to Microsoft] (Note: My PC does not have this row so I skipped this step)
Turn off every row under [Show activities from these accounts] (Note: My PC does not have this row so I skipped this step)
Press the [Clear] button under [Clear activity history]

Does that mean I can skip the steps in these 2 links Enable or Disable Collect Activity History in Windows 10 and Enable or Disable Timeline in Windows 10 because I have already done the steps at Turn On or Off Collect Activity History for Timeline in Windows 10 ?

Documentation doesn't say exactly where other than it's stored on the local PC for a local account. I'd assume an encrypted data file somewhere in your account's profile folder. Clearing or turning off your activity history would delete it.
