    Enable or Disable Allow Automatically Download Updates over Metered Connections in Windows 10

    By default, Windows Update in Windows 10 will automatically download and install updates, except on metered connections (where charges may apply). In that case, Windows Update will automatically download only those updates requited to keep Windows running smoothly.

    If wanted, you are able to allow Windows Update to automatically download updates over metered data connections (charges may apply).

    This tutorial will show you how to enable or disable Windows Update to automatically download updates over metered data connections in Windows 10.

    CONTENTS:
    • Option One: Turn On or Off Automatically Download Updates over Metered Connections in Settings
    • Option Two: Turn On or Off Automatically Download Updates over Metered Connections using a REG file
    • Option Three: Enable or Disable Automatically Download Updates over Metered Connections in Local Group Policy Editor

    Allow Automatic Updates over Metered Connections in Windows 10 OPTION ONE Allow Automatic Updates over Metered Connections in Windows 10
    Turn On or Off Automatically Download Updates over Metered Connections in Settings

    1. Open Settings, and click/tap on the Update & security icon.

    2. Click/tap on the Advanced options link on the right side. (see screenshot below)

    3. Check (on) or uncheck (off - default) Enabling this policy will automatically download updates, even over metered connections (charges may apply) for what you want. (see screenshots below)
    Note   Note
    If you are currently in a Skip Ahead Insider build (ex: build 17017), then this setting will say Automatically download updates, even over metered connections (charges may apply) instead.

    4. Click/tap on Check for updates in Windows Update to update the Some settings are managed by your organization message on Windows Update.

    5. You can now close Settings if you like.

    Turn On or Off Automatically Download Updates over Metered Connections using a REG file

    Note   Note
    You must be signed in as an administrator to be able to do this option.

    The downloadable .reg files below will modify the DWORD in the registry key below.

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsUpdate\UX\Settings

    AllowAutoWindowsUpdateDownloadOverMeteredNetwork DWORD

    0 = Off (default)
    1 = On

    1. Do step 2 (on) or step 3 (off) below for what you would like to do.


     2. To Turn On Automatically Download Updates over Metered Connections

    A) Click/tap on the Download button below to download the file below, and go to step 4 below.

    Turn_ON_AllowAutoWindowsUpdateDownloadOverMeteredNetwork.reg

     3. To Turn Off Automatically Download Updates over Metered Connections

    NOTE: This is the default setting.

    A) Click/tap on the Download button below to download the file below, and go to step 4 below.

    Turn_OFF_AllowAutoWindowsUpdateDownloadOverMeteredNetwork.reg

    4. Save the .reg file to your desktop.

    5. Double click/tap on the downloaded .reg file to merge it.

    6. When prompted, click/tap on Run, Yes (UAC), Yes, and OK to approve the merge.

    7. Restart the computer to apply.

    8. If you like, you can delete the downloaded .reg file if you like.

    9. Click/tap on Check for updates in Windows Update to update the Some settings are managed by your organization message on Windows Update.

    Enable or Disable Automatically Download Updates over Metered Connections in Local Group Policy Editor

    Note   Note
    You must be signed in as an administrator to be able to do this option.

    Local Group Policy Editor is only available in the Windows 10 Pro, Enterprise, and Education editions.

    All editions can use Option Four below to set this same policy.

    1. Open the Local Group Policy Editor.

    2. In the left pane of Local Group Policy Editor, navigate to the location below. (see screenshot below)

    Computer Configuration\Administrative Templates\Windows Components\Windows Update

    3. In the right pane of Windows Update in Local Group Policy Editor, double click/tap on the Allow updates to be downloaded automatically over metered connections policy to edit it. (see screenshot above)

    4. Do step 5 (enable), step 6 (disable), or step 7 (not configured) below for what you would like to do.


     5. To Enable Automatically Download Updates over Metered Connections

    Note   Note
    This setting will override whatever is set in Option One or Option Two above.

    A) Select (dot) Enabled, click/tap on OK, and go to step 8 below. (see screenshot below)


     6. To Disable Automatically Download Updates over Metered Connections

    Note   Note
    This setting will override whatever is set in Option One or Option Two above.

    A) Select (dot) Disabled, click/tap on OK, and go to step 8 below. (see screenshot below)


     7. To Set this Policy to Default of Not Configured

    A) Select (dot) Not Configured, click/tap on OK, and go to step 8 below. (see screenshot below)

    8. When finished, you can close the Local Group Policy Editor if you like.

    What updates do actually download over metered connections?


    Since the Creators Update the mysterious wording in Windows Update has puzzled many, and Microsoft hasn't exactly been forthcoming. Just what updates are "required to keep Windows running smoothly"?

    It doesn't help that the behaviour of updates over metered connections was broken with the launch of Anniversary Updates (1607) and has never really worked properly since.

    In 1607 and then in 1703, with metered connections turned on cumulative updates ignore the 'metered' state and try to download anyway, hanging at 2% until you turn off metering. You never got shown the 'Download' button as you should (but you did get asked when the only update was a Defender definitions update).

    Fall Creators Update 1709 seems to have resolved both those issues. Checking for updates over metered connections now appears to work as intended, and it is becoming clear which updates are "required to keep Windows running smoothly". Apparently a Flash security update is too urgent to delay, while a cumulative update can wait for an unmetered connection.

    I think it's worth noting that my screenshot of the Flash update that downloaded over a metered connection while the CU didn't is the default behaviour before changing any settings, especially not the box to allow updates over metered connections.

    This was tested on a fresh upgrade of 1703 to 1709, metering was turned on and I went straight to checking for updates without touching any other setting or policy.

    ie. this is what Microsoft mean by saying they will download updates over a metered connection that are "required to keep Windows running smoothly". Presumably the policy box you can tick will allow all other updates too, not just the ones Microsoft deem as "required...".
