Because that's the way MS have the site set up. Based on your IP address, it will route you to the "local" page/language for you.
Now this is stupid. I was doubtful until I tried myself, changing the browser UI and preferences, deleting cookies, and even once every reference to french was removed the page still shows up in french. Anyone from Belgium here willing to try whether the page will display in french or dutch ?

Yea Cliff S I know this, but I'm wondering what language would be chosen automatically. I understand how it can become annoying for people whose IP address don't match their language preference. Unless MS saves the choice in a cookie maybe ? I didn't check that yet.

Go there in a VPN, or Tor browser, using different IPs from different countries, and you'll see. The site you get is based on the IP address you're using when you land there.

    ISO current versions?

Is MS updating the ISO download and that is why there is now a Win10_1511_2_English_x64 and before it was Win10_1511_1_English_x64?

I'm not curious enough about this to get and install Tor, which I don't have yet. While connections to Daesh's press agency website are blocked here, I don't find it too frustrating

EDIT : There's indeed a cookie that keeps locale choices on MS' website, but once it's defined the techbench URL isn't accessible any more. Congratulations Microsoft... Fortunately, deleting the cookie (currently named mslocale) solves the problem. However, considering people may have problems accessing the page and may not be aware of this, it may be better to revert to the previous "en-us" URL, or at least provide it as an alternative.

Well, it doesn't "install", it just "runs". but, okay.

You mean "just runs" as in "doesn't require admin access" ? I thought it was setting up a virtual interface in the same way Hamachi does, for example, to enable transparent network access. Not performing that way likely forces them to hook some network calls, which may not work with some programs. On the other hand, it's easier to delete from the computer when the police knocks at your door...

May I suggest a more universal and secure link to the Tech Bench program page ?

    https://www.microsoft.com/software-download/techbench

Note https instead of http, and en-us removed, so that it displays according to each visitor's language parameters.
Same link already seen here. Until today however would have been on the Insider page instead using Opera to get past the unable to Sign In problem being seen at times.

Think of Basketball to get the idea where here is for me!

At the link there you first have to choose the 10, 10KN, 10N, or Single Language being the 32bit only EnglishUS. The second page provides the language selector. Win10_1511_2_English_x64.iso is what I got here for the TH2 download off that link for the US English not International version.
