I have been in the habit of downloading a new/latest iso for Windows 10 each time I have installed it reinstalled in various computers. I currently have a bunch of atom netbooks to install on. Is it correct that they won’t run beyond 1803 build? As in I’m aware the continue to get updates but not the big feature updates.
So question us - how do I download an earlier W10 ISO rather than the latest one?
Also as a matter of interest what would happen if I did try and install the latest iso? Would Windows cleverly only install what is supported or would it just fail to install? (I know I guess I should try and see what happens but just wondered if anyone knows!)

It would be more a question of whether a feature update (upgrade) + related drivers would not be delivered to a PC with which it was known to be incompatible via Windows update.
I.e. how good is MS's database? They certainly maintain one, as it's used to control the roll-out of feature updates.
However, for older PCs untested by manufacturers, we have to wonder how MS's database would be appropriately updated.
If you manually attempt an upgrade using a downloaded iso, and the PC is not rated officially as compatible with Win 10, you join millions of others who are effectively optimistic gamblers.
There have been cases on this forum where one build (e.g. 1709) has been fine, but upgrading to 1803 leads to latency and stutter. This has been attributable to a change in a driver version; the user has had to identify the driver responsible, and then acquire that from 1709 installation.
It is quite possible that even PCs bought with Win 10 eventually fail when upgraded to the latest build. This will have interesting consequences should it happen.

I have an Intel Atom netbook running 1809. It all depends on which Intel Atom cpu you have. Affected Atom CPUs cannot be upgraded beyond the Anniversary Update 1607.

My Intel Atom N2600 is not affected and will run any edition up to 1809. The Clover Trail Atoms can install 1607 and will be supported with updates until 2023 as if they were on the LTSB.

Perhaps the question then becomes where the check is done as to whether a particular build can be applied to a PC.
I would guess it's at the server end- via Windows update and a manual upgrade attempt would not be blocked.
If so, and you did attempt the upgrade, you would be in uncharted territory.
Perhaps the new build requires a particular processor feature.
Perhaps one or more of the drivers supplied with it are no longer fully compatible with your PC.
So you could experience undefined functional problems - anything from failure to boot to heat management to latency and stutter to....
