That is 16299.0 not 16299.15.

If you want to download iso direct, spoof browser to think it is an android tablet and go to normal MS site for downloading media creation tool, and instead of downloading mct, you download iso.

Downloads of the Insider builds have always been base versions.

Yes but this is a special case, as 16299.15 was done as a full upgrade not via standard updates. So downloading that is pointless if you want a 16299.15 iso.

It is unusual to have two build with same major version. Just unnecessarily confusing.

One is the old Insider, one is the new FCU. Different purposes, different intent. That's just the way it is. MS decided to name them that way. It is what it is.
