It appears that the "Other User" sign-in only uses the default background when not using Spotlight since it's not tied to a user account.

As a test, you might see if using the tutorial below to force a default lock screen background may also be used on the "Other User" sign-in screen.

Nope, I already tried that, too! However, I've actually just figured out what the cause is. I had started using the scheduled task hack from the following link to disable the lock screen in Windows 10 Anniversary Update, and then promptly forgot that I was using it, since I'm so used to not having to deal with the lock screen: https://www.tenforums.com/tutorials/6...dows-10-a.html

So, why does it cause the problem? My interpretation is that Windows must require that the actual lock screen code run each time to set the new background, or weird results will occur. After further testing, there was no rhyme or reason to it -- sometimes the sign-in screen background would get set to what I chose, sometimes just the switch user screen would get set, sometimes both, but then, after locking the machine again, one or both would go back to the default cave/beach background!

Anyway, a number of websites have published the above hack, so people need to be made aware of this unintended consequence. I may post a message below a few of them.

Another lockscreen disabler solution has been proposed elsewhere, this time as a Windows service, but, after testing it, it suffers from the same issue, as far as the buggy background image behavior is concerned, that the task scheduler solutions that I've tried suffer from. Here it is, though, for reference: ***

Btw, I'm about to test the more general case in a little while -- I haven't forgotten.
