Just FYI, the Controlled Access Problem also causes a System Restore to fail.
Turn off the Controlled Access feature and the System Restore will work.

I am not getting it; if I see a notice in the lower right that an app is blocked, what do I do to allow it if I cannot find it in file explorer. The path given does not take me to the site blocked. If I know where it is I can go to that folder and allow it but what if I don't know where it is and the path given in the notification area is incomplete?
I have had a dozen blocks but cannot tell if they are for good or for worse.
I have read the tutorials and watched YouTube but I guess I am just admitting my ignorance.
I am either missing the purpose or functionality or both.
Read my post here, download the event viewer custom view, and watch the video: Change Windows Defender Controlled Folder Access Settings - Windows 10 - Page 4 - | Windows 10 Tutorials
Thank you very much for your help and all the work.
Tutorial has been updated for different ways to add and remove protected folders for Controlled folder access.
I have controlled access and all enabled and when I perform a system restore in safe mode, it works.
