I don't have that file in my W10 build 15063.14 system.
I did see a reference of that as a possible trojan though. To be safe, you might scan your system with an AV program.

I have .11, it not trojan process explore see the file as it clean file is owned by trustedinstaller and if take ownership of file, and rename it i throws out dcom errors just like searchui.exe will if you do that to it.

Ah, ok. I was under the false impression the file name was "writer.exe" instead.
It doesn't appear that "GameBarPresenceWriter.exe" is related to the settings in this tutorial. I see the same as you even though the game bar is turned off.
Win 15063.13. Settings and gamebar enabled from Win 10 Settings, but in-game when I press Win+G I only see screen flashing, no bar popup...
EDIT:
Ok, non-working gamebar with 90% of fullscreen games seems normal... Double flash means has been recognized as a game anyway. Don't know how to stream though: Win+Alt+B does apparently nothing...
Window or Fullwindow games do display the Gamebar.

I turned around but the game bar does not appear even if I press the buttons, I have the Creators Update, is this normal ?
You're settings look like you have changed to press the Shift+Home keys instead of pressing the default Win+G keys to open the Game Bar for an active window. As a test, you might change it back to see if it will open then.
