I find that Windows Spotlight is pretty fragile still, so there's no telling why it keeps breaking.

Got updates yesterday, up to Evaluation copy build 17728.r5_release.180727-1721. And my Spotlight went left again. Now, when I do Windows+L, I getClick image for larger version.

What am I NOT doing, or just doing wrong?

You're not doing anything wrong. I find that Windows Spotlight is very fragile, and will often break or not work properly at times. Hopefully, Microsoft can get this sorted before too long. Be sure to keep sending feedback to Microsoft to help make sure they are aware.

Yeah, I got an email today suggesting the feedback cue. It's working, for the minute, but next time it breaks, I'll "feedback" it!
    Thanks bruh!

How did you get yours working?

I landed here after a search and suggestion to try this thread from Brink. The problem you described appears to be exactly the same as mine, and I have even been stuck with the same background for the past couple months. I've put in some effort this morning getting it changed, but I've had no luck explicitly setting "Windows spotlight", enabling tips from Cortana (which keeps reverting to disabled), have run the supplied batch file in this thread and have also restarted my system a couple times.

So to reiterate, all I am seeing is this (no controls of any type)

and when I click or press a button, the windows login controls fade in, and that's it. I do also notice if I let it sit, every few minutes or so it appears to try and change -- the image fades out like it's trying to load the next in the queue, but the next image is just the same.

It's certainly better than a solid color, but I miss the dynamicity I once had.

Just wanted to follow up I FINALLY got this working. My settings.dat was likely corrupted

I looked in the registry at
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Authentication\LogonUI\Creative\{LastLo ggedOnUserSID} (from LogonUI)
and I changed the LockScreenOptions to 0x4. Restarted and still no joy.

I then renamed the Settings.dat at
    %USERPROFILE%\AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\Settings \settings.dat
and after pressing Win+L, something I haven't seen in months.

    From here:
    1} For that press 'windows+r'
    2} Copy the following:-
    %UserProfile%\AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy
    3} Paste & Enter
    4} Go to "Settings" folder
    5} Rename or Delete "Settings.dat"
    6} Press windows+L

I started pressing the Windows+L combination, and I got everything. When it updates, as it did last night, the Spotlight flick shows, and the "controls" also come up. Since I started doing that process each time I leave it, it has pretty much done it on it's own. I wish I could be more helpful, but that's all I got. I did what Brink said, and started the Windows+L procedure.

Actually killing that Settings.dat brought back spotlight, for me. I am thinking they maybe need to add a "Reset Settings" button within the Lock screen settings menu.
