The command is still valid to cleanup backup components of a service pack if any are found.
However, Windows 10 has yet to have a service pack, and doesn't seem it ever will considering how Windows 10 is updated now.
Option four will most likely never be needed for Windows 10. I added a note under option 4 for this.
Am I right in saying that Dism.exe /Online /Cleanup-Image /RevertPendingActions will ONLY work if the changes made were changes using DISM to an Offline image?
By this I mean if . . .
Dism.exe /Online /Cleanup-Image /RestoreHealth
Dism.exe /Online /Cleanup-Image /StartComponentCleanup
Dism.exe /Online /Cleanup-Image /StartComponentCleanup /ResetBase
. . . were run, then Dism.exe /Online /Cleanup-Image /RevertPendingActions will have NO affect because it is run using the Online image?

I've never used the /RevertPendingActions option, but you should use the /RevertPendingActions option only in a system-recovery scenario to perform recovery operations on a Windows image that did not boot.
Example:DISM.exe /Image:C:testoffline /Cleanup-Image /RevertPendingActions

I cannot run Dism /Online /Cleanup-Image /StartComponentCleanup, tried PowerShell, Safe Mode, as administrator but always get Access Denied.
