    Hi Dimitri
Change Lock screen to the picture and delete settings.dat and roaming.lock in the %USERPROFILE%/AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\Settings
Then restart computer and change Lock screen to the Windows Spotlight.

Unfortunately I have already done that, as part of the script in post 1 and it didn't work!

Then it must be MS fault for sure.
I installed Windows yesterday and I have a problem with the start menu, minimalistic look.

It's definitely MS fault! And it's not the first time...

    Guess what...Spotlight is broken AGAIN!

New laptop (7-Feb-2020), wiped off hp image and clean-installed W10 Pro using 18363.418 ISO.
Spotlight was working perfectly, until yesterday when it stopped updating and returned to its default picture.
Used the reset and re-register script...No dice.

Restored Macrium image of last Fri. and within a couple of min., after image was up with the Spotlight image of Fri., Spotlight returned to its default image again!
Used the reset and re-register script, to the restored image...No dice.
    Reset network settings...No dice.
    Performed an In-Place upgrade...No dice.

Spotlight is stuck to its default image, with no images at all in the:%LocalAppData%\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets

This thing has become very frustrating/annoying/aggravating and it's really getting on my nerves!
Yeah, kinda sounds like it.... The getting on my nerves part....

I've found the fix to Spotlight not working is Windows Store app. you need to launch it and then it would work. make sure the background of Windows Store on Privacy>Background app is enabled.

If it's still not working just delete the Roam file and the settings if exist and it would start working after windows restart or even before, if you switch between lock screen modes.

    Thank you.

I've added Microsoft Store to step 1 to further help others with this.

    Hey !

Another step important must be done, is disable network adapter and re enable! I forgot I did it last time, but as soon I did that Spotlight started working again!

I think it's something in windows when the windows booting it doesn't get network connection properly, I can even see the windows icon saying it's disconnected on the LOCK SCREEN only but I have normal internet everywhere!

Disable Network adapter and re enable before you do everything or after! not even restart windows fix that until you do that

I will investigate why it's happening, might be service that starting manually and not automatically and causing this issue

Thanks a lot for your time and suggestion.
Not only I did what you said (Disable and then Enable Net Adapter) but I"ve also run the following commands in that sequence:
    1. netsh winsock reset
    2. netsh int ip reset
    3. ipconfig /release
    4. ipconfig /renew
    5. ipconfig /flushdns

So far nothing... maybe it needs some time (maybe 24 h).
The only thing I haven't done yet is: Reset Network Adapters in Windows 10

I'll report back if things change...to Windows Spotlight working again!
