Hello Jason, and welcome to Ten Forums.

Are you able to update to the latest 1809 version?
I have updates delayed due to not trusting Windows updates to be bug-free on release.

It's possible it'll fix my problem so I'll update here when I'm on 1809.

Before updating to 1809, give it 24 hours after the reset of Windows Spotlight to see if it is working properly yet.

If not, then you could update to 1809 that should repair it for you as part of the process of updating to a new version.

Be sure to create a system image backup before updating to 1809 to be safe. If you have issues with 1809, then you could easily restore the backup image.

Ok, the image changed. So that works.

But, I'm missing the "Like what you see" and mouseover tips. How do I turn those on?

Wait! Never mind, it completely works. The image changed and now I have interesting mouseover tips.

The solution in the OP works. If you're reading this I'd try the solution and give it 24 hours for everything to sync up again.

Yes, that's been my experience too. Spotlight can take up to 24 hours before it 'kicks in'.

Doing an update on my old W7 machine (~8 yrs old) with version 1803 17134.191 (its been a while) It immediately updated to 17134.523 and I went ahead and checked for updates again, looks like 1809 is underway.

Updated without issue so far. 1809 17763.253

I don't think it's possible to turn OFF Settings as a Background app in recent versions.

    Hello NMI,

I just checked, and I'm still able to turn on/off "Microsoft Edge" and "Settings" in background apps.

What build of Windows 10 do you currently have installed?

1809: Settings doesn't appear in Background apps.

    Sorry; build 17763.292.
