    You could try resetting Windows Spotlight one more time to see if it may be able to fix it his time around.

    Nope. It didn't work. The setting to Spotlight does not stick. When I select spotlight on screen lock settings and then come back, the setting gets revert back to pictures setting.

    Any other ideas?

    It's a bit drastic, but you could try doing a repair install to hopefully fix it without losing anything.

    Tried it as well. It does not work.
    Anything else I can try.

    I also found this Windows Spotlight not working in Windows 10, 1709 build 16299.64 - Microsoft Community

    Short of resetting Windows 10, you could use a new account instead, and copy over any files you wanted from the old account.
