That's what you should be seeing. Your bottom screenshot shows that the policy has been applied.

Sometimes it may take a while for it to kick in to not automatically download and install updates though.

My experience with 10 Pro 64 is that the group policy change (it is set to notify me, but don't download or install) is working for those updates that windows routinely checks for in the background (no user action). However, if I launch windows update and manually check for updates, they are automatically downloaded and installed. I do not receive the notification that updates are available, click to download.

I live in my RV and have several windows devices. Many times, we are connected to the internet via a tethered Verizon connection. This lack of control on selecting which updates to install, and when, will be brutal on our Verizon plan caps. Microsoft says they will not download updates over a "metered" connection. They have no way of knowing we are using a Verizon phone as our modem. We are just one, of hundreds of thousands of folks that live in their RV and use cell providers for internet access.

    Good job MS.

I came across this howto on some blog, but can't get it to work.

First I tried option 5, to enable the dropdown menu with update-settings, that option didn't have the desired effect. The updater got set to "automatic (recommended)". Maybe that option doesn't work in the Metro-updater, only in the old removed updater? Then I switched to option 2, which set the updater to "notify to download".

Today that setting, which I set a couple of days ago, was put to the test and it didn't work. W10 automatically started downloading and installing an update.

Since I'm running W10 Pro, this should work, shouldn't it?

After the latest cumulative update, I've noticed this has made no changes to WU default behavior.

    Umm...

Is it possible to keep Automatic Updates ON, but at the same time Windows would always ask you before it restarts your pc? (I don't want to set specific times when it restarts automatically). Sorry, but this new system seems to be very confusing to me.

    Hello JuKa,

Windows Update will automatically restart at the specified time unless you select a time or restart now. I haven't seen a way to change this yet.

If you have Windows 10 Home, then this tutorial will not work for you anyways.

Hello! why can windows 10 have "notify before downloading any updates and notify again before installing them" just like windows 7 have?
is there any way to fix or have that in windows 10?

I'm afraid not in the Window 10 Home edition.
