In latest windows 10 1709, is it possible to disable windows update accurately without using 3rd party tools?
Yes, definitely, by this method: Enable or Disable Windows Update Automatic Updates in Windows 10 - Page 48 - | Windows 10 Tutorials

My Windows Update always says "Your device is up to date" even if my Windows Update MiniTool has found "Security Updates", as shown in this post: Enable or Disable Windows Update Automatic Updates in Windows 10 - Page 49 - | Windows 10 Tutorials

In your situation, using that 3rd party program to keep the "Windows Update" service disabled as needed would be best.
In my situation, the "Windows Update" service is always enabled, but automatic updates are always prevented.

    Thanks Matthew, for your reply,

your suggestion on making windows 10 to update manually working very well.
your suggestion was to take ownership of updating method and after that update will only work if i click on update.

after that we can use "windows update mini tool" to manually search and install selected updates, which is better bcoz when we click on update in windows update it will just download and install all updates and don't give any option to install selected updates.
(note - it is must to use your suggested commands to take ownership before, using windows update mini tool.)

But i found a better solution

first reset ownership of updates we changed before, to do this use this cmd
    icacls "%WINDIR%\System32\UsoClient.exe" /reset

then open windows update mini tool, goto left lower corner and change settings to notification mode.

now windows update settings will immediately change to notification mode. and windows update will present you a beautiful "download " button.
this is better than all other tweaks to windows updates, now we can decide when we want to download and install and still getting the notification when an update is available, same as windows 7 and 8.1. but still we will have to use wumt if we want only selected updates)

(i've used gpedit to notification mode before but i didn't work for me, but when i used wumt to set updates to notification mode it worked immediately, i don't know if windows will change this to default after some time but it is working fine now since 2 hours.i will update here if windows reset this after some time) I'm posting a screenshot of thisEnable or Disable Windows Update Automatic Updates in Windows 10-untitled.png)

@ LoverOfLove, do you notice the following statement in your screenshot?

*We'll ask you to download updates, except when updates are required to keep Windows running smoothly. In that case, we'll automatically download those updates.

The button will not be present on Home Edition, which will not give any notification.

Actually, i've read that line, but I think it's not a problem because i read somewhere that windows will only download critical updates (?) automatically even in metered and in notification mode. and the biggest critical update size in windows 10 1709 i've seen in windows catalog is 16 mb, so its not a problem for anybody.

gpedit is just disabled by default in home, there are some simple method available on internet which can enable gpedit. have you tried any method to enable group policy?

Even 'Update Rollups', 'Security Updates', and 'Critical Updates' were not downloaded according to this post.

I tried the following, which did not work on my Home Edition.
    Download Add GPEDIT.msc - MajorGeeks

Actually, I don't need the notification mode because my VBScript will automatically check for updates and notify me when updates have been found.

If your post is actual situation then I don't know which type of update windows will install in metered or notification mode. i will test that in my system that which updates will automatically install in metered connection.
(Oh God, i'm obsessed with such things)
btw if you need gpedit then try this guide, maybe it can install GP. Easily Install Group Policy Editor (GPEdit.msc) In Windows 10 Home Edition

Just to note, even if you are able to successfully install the Local Group Policy Editor in Windows 10 Home, the policies don't actually get applied from it.

Sorry if this has been answered before, but I see over 50 pages of this topic and I do not have the time to check them all. Just point me to the appropriate post...

I have a computer with Windows 10 Pro installed (do not remember exact version, could be Creator's Update or the previous one) and it cannot be updated to the latest Fall Creators Update for some specific reason (it is a Windows-to-Go installation and update fails). Every day the Windows 10 Upgrade Assistant keeps downloading the necessary data and every time I have to interrupt the process and uninstall the Assistant. This is very inconvenient and annoying. Is there a way to permanently stop updates to this specific computer? Will the Group Policy method do the trick? I already tried the show/hide tool and O&O ShutUp for Windows 10 without success. This is just a test computer where we connect various parts for tests such as RAM modules, VGA cards, hard disks etc. We do not mind updating it and it is very annoying trying to stop and uninstall the Assistant every day. We need a more permanent solution.

    Thank you in advance

PS: Please do not suggest the obvious solution, to format it. This is out of the question because it contains too much data and applications it would take days to do it again. I just want to stop automatic updates to trying install Fall Creator's Update.
