Ok. So you have the options, but they are just not working.

If you like, download and merge the reg file for the Folder item linked in the table of Option 2 in the tutorial below to see if it may help. It will restore the default associations and registry entries for folders including "New folder".

Nothing at all. When I right-click I get the MS turning circle for about 1-2 sec, then the screen goes black and pops back on with no action. Same thing if I open WExplorer and hit new. If I use the keyboard shortcut nothing happens at all. It's like the function is being blocked altogether. I can, however, create new files in internet browser windows (i.e. Google Drive).

Sorry, that failed as well. When I right-click I cannot even get a menu to appear

In that case, you may think about doing a repair install that should fix this without losing anything.

Hello Anuvergnu, and welcome to Ten Forums.

Did you install any third party tweaking programs that may have an option to remove it?

The only thing I've (or rather Microsoft did) installed recently was Windows 10 update & privacy settings overnight; I've also run Malwarebytes last night and it didn't find anything. I know it was working yesterday because I created a directory on a USB drive - so no idea.

    That shouldn't have affected it.
