    Ah, that would be why then. You can enforce policies on W10 Home (ex: from domain), but cannot create policies on it.

    Depending on what you want enforced, you could set the policy via regedit instead.

    I actually tried your method on a machine running Pro and it still didn't work! I'm going to try the LPGO utility from Microsoft, see if that works (if I can understand the process).

    Well I tried the Microsoft LGPO.exe utility and that doesn't work either. It seems to go through the motions of backing up and restoring but doesn't apply the policy to my non-admin user account. It looks like I'll have to manually apply the policy using MMC with GPEDIT snap-in. Hard to believe there's not a simple way of applying a policy from one PC to another!
