Backup and Restore Local Group Policy Settings in Windows 10  

Update: On a single pc I ran the xcopy from the backup.vbs in an elevated cmd prompt and was able to get the Local-Group-Policy-Backup\Machine to copy 3 files. The policy I'm trying to apply has to do with allowing mods to a custom startlayout.xml - I'm pushing a standard layout, but allowing users to modify it.

It works great for me as admin, and will apply my custom startlayout to the user on this single pc, but won't allow them to modify it when they log in.

I'm running the backup as an admin user. Just to make sure I'm not missing something, even if I just apply the non-admin policy settings on a single machine as the admin user, shouldn't the policy apply to all subsequent non-admin's who log in?

Yes. I'm setting it up as an admin user, exporting the layout to desktop, and copying the .xml to C:\windows\. I enable StartLayout in non-admin policy and point it to that location, reboot and login as the non-admin.

I'm sorry. Let me back up and line it out and it should make more sense.

Signed in as admin, create the layout I want, export it, save it to C:\Windows\
Open the LocalNon-AdminUsers policy and set the following in User>AdminTemplates> StartMenu and Taskbar:
-Lock the taskbar: disabled
-Prevent users from customizing their start screen: disabled
-Prevent changes to Taskbar and Start menu settings: disabled
-Do not allow pinning programs to the taskbar: disabled
-Lock all taskbar settings: disabled
-Start Layout: enabled (path is C:\Windows\StartLayout.xml)
Save console to local pc.
Restart pc.
Sign on as a non-admin user
-Layout not in place
-Unable to pin to startmenu

Checked for regkey HLKM\Policies\Microsoft\Windows\Explorer\LockedStartLayout but it doesn't exist.
Checked gpedit for Local Computer Policy in computer confirg and user config and Start Layout is not configured.

If I enable those policies then I'm saying the user can't make changes. I want them to make changes, but also want users to start out with the custom layout.

Shoot, but thanks. I know I can add registry keys to disable locking the startlayout, but I was hoping the policy method would be the way to go. I'll try a hybrid and see what happens - use non-admin user policy to determine the layout and then add the key to disable locking it.

It would be easier if it was just one user on these pc's but unfortunately they're shared and there's no way of knowing who will login to which pc when.
