    Hello @Joanne, :)

If you like, you could also do a repair install to fix the component store and any system files.

I have found that if you run DISM /RestoreHealth on an offline image of 15063 that it will complete without errors. I guess for some reason, when Windows is offline, it does not look for that FlightSigning package. Maybe this would have worked for all of the previous builds as well.

You can do this by booting with Windows 10 build 15063 install media. Use SHIFT-F10 to get a Command Prompt. Use the Install.wim from your boot media as your Repair source. In the example pasted below, I have another installed copy of 15063 Pro on a separate partition and ran offline Repair on it using a copy of 15063 Pro Install.wim. You would need to replace F: in my example with C: or D: for your Windows volume and point to the right path for the Install.wim.
    Code:
    DISM /Image:F:\ /Cleanup-Image /RestoreHealth /Source:WIM:"15063 Pro x64.wim":1

Deployment Image Servicing and Management tool
    Version: 10.0.15063.0

    Image Version: 10.0.15063.0

[==========================100.0%==========================] The restore operation completed successfully.
    The operation completed successfully.
Approved, this is the only fix atm.

DISM /Online /Cleanup-Image /RestoreHealth /Source:F:\sources\install.esd IS STILL FAILING, even thru the latest Creators Update ISO from Download Windows 10

Guess NO FlightSigning package in it either.

I am not sure, but I have a suspicion that the FlightSIgning package has a correlation to me NOT able to bring Cortana back...

    Hello again

After the useful suggestions of @NavyLCDR and @simrick - thank you very much, guys! - I have downloaded and clean-installed the Creators Update ISO that contains the install.wim file.

    Unfortunately it does NOT work...

In the following ("busy") screenshot you can see the output of SFC and DISM commands, right after the clean installation of the OS. It is a virgin installation! I have NOT uninstalled anything, I have NOT disabled, altered or setup absolutely nothing! I have NOT installed any programs! I have just updated the system.

    Still, it does NOT work.

I do not believe that my installation has any issues, neither the previous one -- with the official ESD-ISO from Microsoft -- had. It's just that DISM does not work. And since this is going to be my primary OS, I am just checking out what works and what not.

I will keep this "WIM-ISO" installation to use it as an Insider build and I will clean install the official ESD-ISO, which I created with the Media Creation Tool, to use it as my primary OS. DISM is not working in either, anyway.

Thank you all who cared! :)

PS: I would very much like to see someone with DISM functioning properly on his/hers system...

An update from me, last post in this thread, while waiting for that someone with a functional DISM [/sarcasm off]:

Also, I beg your pardon for the following OFF-TOPIC observation.

    - BEFORE NVIDIA driver's clean installation:
Use DISM to Repair Windows 10 Image-nvbefore.png

    - AFTER NVIDIA driver's clean installation:

    Thank you.

Welcome. I don't have CU installed yet, so I can't test.

There is no serious issue, as this error with DISM /RestoreHealth has been the same in many builds. It is looking for a package that does not exist in the Install.wim, but it still may repair the component store if there are any issues. If sfc /scannow shows no errors, or repairs what it finds, you are fine.
