    As Brink just suggested to someone else a few weeks ago, in this situation you might be best off just doing a Repair Install. I have found it can get very complicated trying to repair this, and you will probably save a lot of time in the long run by just doing a Repair Install.

    Did you run sfc /scannow ?

    Does your install.esd match build 17134 and does Index:1 of that file match your Windows Edition (Home, Pro, etc.)?

    I did run sfc /scannow and received output:
    "Beginning system scan. This process will take some time.

    Windows Resource Protection could not perform the requested operation."

    My Index:1 matches as I'm using Windows Home.

    I'm not sure about install.esd as I downloaded it yesterday and I don't know how to check it.

    Your Windows build is not current. If you downloaded the latest public build and run setup.exe to upgrade, it ought to fix things, as long as the upgrade succeeds.

    The directions from Brink should work well.

    Windows 10 iso are free.
    There are multiple websites for older Windows 10 iso.

    Using the iso on the Microsoft website (currently Windows 1809) if it works will fix scannow and restorehealth problems and upgrade the operating system.
    If there is a failure to upgrade then the scannow and restorehealth problems can often be fixed by using an iso that matches the operating system.
    The displayed operating system was 1803.

    If there is a failure to upgrade to 1809 then perform the in place upgrade repair using the 1803 iso.
    If that fixes the restorehealth problem then you are set.
    If there is still a failure to upgrade to 1809 after fixing restorehealth that can be troubleshooted in a new thread.

    Currently you can get directly download either the ISO for 1809 (October 2018 Update) or 1803 (April 2018 Update) direct from the Microsoft download page.

    Use the F12 Developers Tools in Edge (or IE) and set the User Agent String on the Emulation tab to 'Apple Safari (iPad)'.

    I think this is it. When I had this issue MS support connected to my laptop. They said my Windows Store was corrupted. How could that be I just did a clean install on a fresh partition? I had used the version 1511 ISO I had sitting on a backup drive and not 1809. So the tech did a repair install as described by Brink and that brought it up to 1809 and fixed the corruption.

    Sorry for late reply, but I was sick and wasn't really using my PC.

    I had some other issues with my PC so I decided to re-install/format Windows and everything works fine now.
