Disabling secure boot for a repair install is more of a just to be extra safe instruction with older motherboards.
You should be fine without doing so, but if the repair install should fail, then try again with secure boot disabled.

I had been running DISM differently and it wasn't working for me. I followed your option 1, and after 2 weeks and many tries all failing to install 1803 I completed the in-place install
Dism /Online /Cleanup-Image /StartComponentCleanup "this one would stop at 20% and end"Dism /Online /Cleanup-Image /RestoreHealth "this one would run to 100% and find no errors"SFC /scannow "never showed any errors"
