Here is how DISM offline repair looks. Boot with Windows 10 version 1703 Official install media (mine has both x86 and x64). Use SHIFT-F10 to get a Command Prompt. Create a folder called C:\Scratch. Run this command (for Home Edition -- Pro would use "...install.esd:1"):Below was done on version 1703 Windows 10 Home:Code:DISM /Image:C:\ /Cleanup-Image /RestoreHealth /Source:ESD:D:\x64\sources\install.esd:2 /ScratchDir:C:\Scratch

Here's an addition to what you posted for running DISM at boot. What do you think?
I thought it may be a good idea to use "list volume" with the "diskpart" command first to verify the drive letters of the Windows and USB drives.
Not specifying a scratch directory would have the command use the Temp directory by default instead. I didn't have an issue by not specifying a scratch directory, so I'm not sure it's an absolute necessity.
If it works out well for others, I'll add this as another option in the tutorial.

Running DISM online afterwards still fails though, reporting 'The component store is repairable' for /scanhealth and 'The source files could not be found' for /Restorehealth.Code:D:\>dism /image:e:\ /cleanup-image /restorehealth /source:esd:d:\x86\sources\install.esd:1 /scratchdir:e:\scratch Deployment Image Servicing and Management tool Version: 10.0.15063.0 Image Version: 10.0.15063.0 [==========================100.0%==========================] The restore operation completed successfully. The operation completed successfully.
Check the "C:\Windows\Logs\CBS\CBS.log"
that CBS.log will tell you which file is being flagged as corrupt...
that file is missing from the Installation image, but the reference to it is within online windows. (registry probably)
the offline repair works (or seems to) because it is not looking (at the registry) for the reference in the installation image
It is a problem MS has created and for MS to fix. fight-signing package (or the likes there of, that is)

My PC keeps shutting down randomly with the windows has found an error or something like that and will restart in 1 minute, but not apparently in safe mode.....So going to try DISM method I have the install.esd file from a downloaded windows 10 iso, but the line
Dism /Online /Cleanup-Image /RestoreHealth /Source:esd:C:\$Windows.~BT\Sources\Install.esd:1 /limitaccess confuses me.....what is the ~BT for....? also $Windows.

The $WINDOWS.~BT folder contains your previous Windows installation. These files are used to downgrade to a previous version/build of Windows.
