    I do believe, that I've seen someone here change this image, but I can't remember who it was.

    That particular image is held inside C:\Windows\Branding\ShellBrd\ShellBrd.dll. You'll have to hack the .dll to change it.

    I was able to extract the bitmap files.
    From the location you mentioned, but don't know how to go about "hacking" the .dll file.

    Also George, be sure to save copies of the changed files somewhere, because after windows version upgrades(1809 to 1903 for example) and after running sfc /scannow the .dll will be changed back to default picture.

    Definitely going to keep a copy of the files for later use.

    I downloaded Resource Hacker.
    I'm still not exactly sure how to proceed.
    Are you telling me, that I can replace the one windows bitmap image, inside the .dll file.
    Using Resource Hacker, with my own bitmap image?
