Yes,
that's what I did.
I used this image below for the icon.
I opened it in Gimp,
made the different scaled down versions and exported it as a Windows ico file.

The registry keys are correct.
As a test, try having the .ico file in a location where all users have access. For example: "C:\Users\Public\Pictures\MultiHdd.ico"
i tried both
C:\MultiHdd.ico
C:\Users\Public\Pictures\MultiHdd.ico
Restarted win10..
with and without " "
no go :/
In that case, upload the .ico file here, and I'll test it on my system to rule out an issue with it.
I guess go ahead and post screenshots of your registry entry just to be sure and rule it out as well.
Be sure to only use one option, and undo the others to prevent them from clashing.

Your .ico file checks out ok. Did you refresh (F5) or close and reopen File Explorer to apply?
Here it is for me:
I tried to close explorer, restarted it, restarted windows, none of that worked :/
But i fixed it.
My icon works now :)
The issue was that
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\DriveIcons\C\DefaultIcon
became damaged or ignored somehow, no idea why but when i deleted \DriveIcons\C\DefaultIcon and readded it, windows accepted my custom icon.
