I can add that, no problems there.
However, this tutorial is about making ISO from UUP files downloaded with Windows Update. I have added the alternative method to get UUP files, the UUP Dump only as courtesy for those members having issues with Windows Update. It is in no way related to this tutorial other than to show an alternative method.
UUPtoISO tool works exactly as told in tutorial, to create ISO image from UUP upgrade files downloaded with Windows Update.

Thanks Kari. I was following the video and it was that service that gets files from web.
I clicked update, then run. The command window opens, ARIA2, in background and the browser starts. This is where I would receive message. I added the C++ 32 bit and process worked exactly how your video states. I just followed the video as I thought it was just another view of the tutorial. I'll go back and just use written words.
This was a clean machine, no customizations or tweaks. Clean Insiders builds.

For the longest time, UUP2ISO has had this strange behaviour where it gets stuck and we need to blindly press the e key to have it resume operation.
Probably some internally-called program presenting some choice to the user.
Any chance it can be fixed or handled better?
It's most likely your AV interfering with the process. Try disabling scanning of the UUP folders and any UUP executable.
One good man sent me the link to a good tool. Unfortunately, the tool shows the same result. It seems to me that the build is a bit broken. =(
