I just created an .ISO of 17604 from the Windows.old directory using the new UUP2ISO, and it is different(larger) by 39,358,464 bytes from the previous one I created (I think I used the old UUP2ISO v3.x, but cannot remember).
Looks like this also fixes the wimlib issue, correct?
Your post about the same size files with old and new tools confused me, hence my post.
(I thought I had skipped the last page, but in fact your post on the last page is what made me make my post with the file size difference).
on some builds like 17112 when running the run.cmd I get vruntime errors( on upp to dump)
what causes this, it wasn't happening on 17046 build.
I assume you are talking about UUP Dump Miniserver?
If so, I have only added the video about it to this tutorial to assist our members in getting UUP upgrade files in case Windows Update fails to upgrade or for any other reason. Other than that, I do not have any deeper knowledge of its possible errors or bugs.

One tip: Every time, let me repeat it EVERY TIME you run UUP Dump, run update.cmd first. Only after running it, run the script itself (run.cmd).
