Yes, finally managed to make viable ISO and updated from it on a USB. I'm not 100% sure but I think update downloaded again while I was attempting to update and that's when UUP to ISO succeeded. Couldn't see what was exactly happening because Task manager was blank at the time. Other things were also going nuts during failed updates, KB was typing crazy characters or was several seconds late, all open windows were flashing and changing focus and it was difficult to do anything. When that stated I did a clean reboot (shutdown /r) and things cleared for a while, enough time to do something. Similar things were happening during 215 over 199 update but never at this scale. For me at least, things are going from bad to worse as far as UUP is concerned. Now I'm sorry I didn't make a .WIM too while I had chance but made ISO only. .WIM could be useful for working with Dism.
Sorry about that. The win file would be in the iso.Just mount it and copy the wim file in it.

Yes, they have a ways to go with UUP method. Although I can see where it saves data for metered connections, but UUP sure seems to slow down the update/upgrade process.
I have Update Delivery Optimization set to download/upload to other PCs on the Internet. It seems to download quick. It's the initializing segment that is machine resource dependent on how quickly it finds files needed for the upgrade. I noticed members with older systems updating VMs take the longest, let alone VMs themselves. It took Kado/Keith 7 hours to update.

I have a metered connection, but I'll hardly eat up my limit, so I have it set to download anyway. That option may not apply here.
