Just to be clear, I did wait until the system said "Restart now" to create the iso.
Anyways, I able to solve the problem by just redownloading the 16188 build by renaming the Software Distribution folder and starting the process all over again.
In addition, I was using an older version of the UUPtoISO program which could've caused issues with the decryption process...after downloading the latest version, I didn't seem to have any problems, but then again, it could've also been a botched download of the 16188 build as well....we will never know...

Well I was able to create an x86 iso of build 16193 using the uup to iso software. After clicking "Restart now" the system is busy upgrading from build 16188 to 16193. Cheers.
Did anyone try UUPtoISO software on Build 16193?
In my case it started as usual and accepted the UUP file location info by pasting. But it does not take any keyboard input and make buzz sound at every key strokes.
Strangely, all other software, whether MS made or Non-MS third parties', has no problem at all regarding keyboard input.
My Build 16193 is X64 Pro jp-JA. I tried both Japanese IME keyboard and US keyboard without IME. there is no difference.
Use ALT+option number (the normal keyboard button, not numpad)
or disable the new cmd experience
apprently it's a bug in cmd V2 for this build, or msft changed something in choice.exe
