Just as I figured. My UUP upgrade files were not complete and/or corrupted. After update was complete, I performed a store repair with DISM then an sfc scan. Here are the results. Right after reboot command there was a short "Working on updates" window and rebooted. No way to back out of the update once started, yes? Is it worth rolling back and starting over?

    Microsoft Windows [Version 10.0.16273.1000]
    (c) 2017 Microsoft Corporation. All rights reserved.

    C:\WINDOWS\system32>Dism /Online /Cleanup-Image /RestoreHealth

Deployment Image Servicing and Management tool
    Version: 10.0.16273.1000

    Image Version: 10.0.16273.1000

[==========================100.0%==========================] The restore operation completed successfully.
    The operation completed successfully.

    C:\WINDOWS\system32>sfc /scannow

Beginning system scan. This process will take some time.

Beginning verification phase of system scan.
    Verification 100% complete.

Windows Resource Protection found corrupt files and successfully repaired
them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For
example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not
    supported in offline servicing scenarios.

The system file repair changes will take effect after the next reboot.
If you really have good evidence that the DL was partially borked, as you seem to, I would go back to ground-zero. An image backup restore may be cleaner. Roll back using a questionable currently installed OS would leave a doubt in my mind that all went back correctly. In either case, the new faster, improved, turbo UUP process will have you re-updated in < 1 hour.

Looking at the UUPtoISO errors and the CBS log it looks like it boiled down to one file, although in CBS log there was also a lot of "Duplicate ownership" of files in system files which I took ownership of by advice of another member. Shouldn't have been poking around in there, but eh, it's fun to explore. I'd never do that with my main CU system.

Anywho, unfortunately I mirror my CU, but don't mirror my Insider builds. Just turn on System Protection and create a restore points from time to time. Of course, that's gone. Now that I'm thinking of it > Would that restore the system back to before update download and install in case this happens again? It should by theory, yes?

    From CBS Log:

Been a long, long time since I used Restore Points. I never really trusted them too much. So quick to do an mrimg and restore if needed. I don't believe a restore point would put an OS image back together from a previous point, if that's what you're asking. Can't see how a 2-3GB file could put back 25+GB. I may be misunderstanding.

I've used them many a time in 7 & 8/8.1 without much failure, but a time or two. I've never had to perform one with 10. Of course no method is fool-proof, even mirroring. I've scoured the Net in looking for exactly how restore points work, including MSDN, other than to find that it keeps a file or files of a previous system time. Takes a minute to make one and not long to restore.

According to this help page it includes it can be performed after an update. In this case it's before an update is totally installed. I'll try this with the next build just to test. Nothing to loose but time really.

BTW, too late for me to roll back, for I cleaned up the .old file.

Created ISO from my archived copy of Windows 10 Pro x64 Build 16275. 1000 EN-US UUP files. No issues!

UUPtoISO continues to work very well for me. I read the comments a couple of builds ago about the possibility the files were being reduced or something to that effect after the download. Last night, build 16275, sat for over two hours waiting for reboot before I could get to the UUPtoISO and had no problems making the ISO.

I always perform a sfc /scan after the install and have been not been finding any problems.

I too have had corruption with some of the previous builds, but this latest build 16281 downloaded much smoother than the last five or so, and as usual UUP to ISO allowed me to create an ISO and burn a copy to DVD-R.
Many Thanks once again Kari and all the others involved in this work.
    I really appreciate it.

That is false positive, the installer is 100% safe.
