Yes it is a bug! (at least for me it is)
boot.wim IS required because that one contains the WinPE image. We need the WinPE environment in order to being able to upgrade the OS correctly. We also need the setup applications, that are also included in the UUP upgrade files.
I can manually create an ISO Setup media from the UUP files, that will look exactly as a purchased DVD from the store. UUPtoISO does not take all the steps required to make the ISO exactly as it should look (or I want them to look). It will however work as a setup media, which is what we all want.
One other thing missing for instance is the support for using the created media as a recovery media. Currently UUPtoISO does NOT support this. It is an easy fix.
Also one other thing that annoys me a bit is that we ESD the Express packages, when we can capture all this straight into the install.wim.
There is a lot of things that can be improved in the scripts. I am currently working on my own project that will get all the images exactly as I want them to. Will also be adding support for full servicing, which help tremendously in the future.
Either way, I can confirm that UUPtoISO created 16179 ISO successfully.
