OK... Windows 10 Insider Preview 15048 (rs2_release) has been download.

I set EnableUUPScan to 0 but looks like it INSISTS on doing C:\Windows\SoftwareDistribution way, I have C:\$WINDOWS.~BT also, but install.esd file is no where to be found.

If you disabled UUP (enabled ESD) then your files are located in C:\$WINDOWS.~BT\Sources

$WINDOWS.~BT is hidden so you need to enable viewing of hidden files in Explorer. (Click View-->Hidden Items tick box)

If you can't find the install.esd, then your update was an UUP, and the files for build 15048 are located in C:\Windows\SoftwareDistribution\Download\f8981850d0e23fd0220183967513a673

    For UUP:
From C:\Windows\SoftwareDistribution\Download\f8981850d0e23fd0220183967513a673 copy ALL files to your EMPTY UUPs folder located in UUPtoISO.

    For ESD:
From C:\$WINDOWS.~BT\Sources copy the install.esd file to Sources folder located in ESD2ISO.

    Hope this helps

Looks like (as I said, everytime I change "EnableUPPScan" to 0, it changes it back to 1) it did BOTH C:\$WINDOWS.~BT and C:\Windows\SoftwareDistribution\Download\ method for me.
    '
    No install.esd found in
    C:\$WINDOWS.~BT

Right now, I am doing UUP2ISO, see how that goes.

It sounds as if you are not following instructions completely, only doing half of required changes to get ESD.

You must also change HKEY_LOCAL_MACHINE > SOFTWARE > Microsoft > WindowsUpdate > SupportsUUP to 0; if it is left to 1, UUP will stay enabled and the UUP scan is needed therefore it's automatically changed back to 0.

Hi is there any fix yet for this issue? I've seen some people claim to have it fixed. Can you all tell me what to do, step by step? Or is it really really complicated?

No big deal for me to not have the ISO, but I had a very similar error, with a different file, when trying to upgrade to 15048. The machine (a VM) hadn't been used for a while so was upgrading from an old version - 15025 I think.

I've left the settings on this machine at the defaults - no registry tweaks etc. since I clean-installed it.

Windows Update always uses the SoftwareDistribution subfolders for downloading to. It will either download a single ESD file (along with some other files) or the multiple UUP files, of which at least one is a smaller ESD file and often there are several smaller ESD files.

With non-UUP upgrades, the single full ESD file gets moved (and renamed to C:$WINDOWS.~BT\Sources\install.esd) prior to the first restart, but soon gets deleted during the upgrade. During the Windows Update download, you can search under SoftwareDistribution for "ESD" and you will see one ESD file with the full build name.

With UUP upgrades, the original download subfolder gets moved to C:\Windows.old during the upgrade and usually remains there and can be used to create an ISO.

I see that one of the original authors of the script, abbodi1406, has made some changes to handle UUP conversions for when the UUP process runs as it did with build 15046 and only downloads a single smaller ESD file with multiple expanded folders being created. This is from MDL Forums, so would not include any of the edits that Kari has contributed for TenForums.

I am I assuming I get this error because this update doesn't contain ALL the files I need?

UUP to ISO did not work with 15025 and 15046 upgrades. It works without issues with build 15048 upgrade.
