I asked Kari about which tool to use since the original was now deprecated. He pointed to the same tool that White Lynx pointed to in his post above UUP to ISO - Create Bootable ISO from Windows 10 Build Upgrade Files - Page 126 - | Tutorials
I downloaded that tool, and Windows 10 build 18277's security went total apeshit over it - spawning several (not just one or 2, numerous) warnings that it was an extremely high risk Trojan. Nothing else did, though, but my system had been sluggish for a long time.
I opted to use the live URL at https://uupdump.ml/ - it is similar to the old miniserver, except that you have two options when making the final selection, you have the option to just DL the files, or download and convert into ISO all in one step.
I successfully used it to DL and create an AIO x64 .ISO of 18282, which I then used to clean install Windows Wednesday night.
However, the site currently seems to be down:
