I tried using the tool to download the UUP, and then created an ISO from the UUP, but when I boot off the ISO I only get options to repair Windows 10, there's no option to upgrade. Any suggestions on what I need to do to get the installation/upgrade options? Thanks.
You mount iso as a drive and run setup.exe to upgrade.

You extract files and put them on a bootable drive to clean install.

You cannot upgrade from a boot drive.

You need to convert/create the ISO on Windows 10 OS to get normal boot.wim

That is true but completely irrelevant.

@JmaJeremy wants to upgrade so the answer is not to boot from USB but mount it and click on setup.exe as mentioned in the post above.

Download link in step 1.1 is always the latest version. Because the UUPtoISO is only a batch file, it will not show any version information. The versioning is only for reference, to tell what has been changed.

Short: Download link in step 1.1. is kept up to date. Downloading UUPtoISO from that link always gives you the last, current version.

ERROR: Exiting with error code 55:

What can I do to solve it?

You have files missing in the WU download.

Delete all files in C:\Windows\SoftwareDistribution\Downloads folder and reboot computer. Then let Windows Update download everything again. Once WU asks to reboot, try UUP2ISO.

If it still fails...then you MUST disable any AV and do the above steps again.

Dear, I have not a problem with Windows Update. I download the last ring build 17672 with uup.downloader. Then I have opened UUP2ISO and paste the link of directory ...\uup\17672.1000\it-it\amd64 but at the end I see this error.

Nevermind -- Appears you need Visual C+ installed.... In progress.

So I thought I would give this a try. I downloaded the UUPtoISO_Setup. Ran it and it created directory with CMD file.

Used the link to UUP Dump Minserver - Git Lib. Used zip option and downloaded archive. Copy all files out of archive into new folder in Downloads call UUPDump (following video steps)

Ran Update.cmd - process runs and updates, no errors that I noticed.

Double click run.cmd and immediately receive error window

The core execution cannot proceed because VCRuntime140.dll not found. Reinstall program may fix problem.

I CMD Window opens last line in aria2 log.... listening on tcp port 24701

Did not get any firewall messages but I disable Norton's Smart Firewall for one hour. Restarted device and tried again. Confirmed when I copied files out of archive I selected all and when I pasted there were four files in UUPDump folder.

    Thoughts ??

(I can't use SoftwareDistribution folder as restart is done and when I search ext:ESD it drew a blank)

Yep, Visual C++ runtime library is required for UUPDump.

    For those who need it...
Here's the link to download any of the supported VC++ runtime libraries: Microsoft.com - The latest supported Visual C++ downloads
