UUP Dump uses php.exe which require VC++ redist 2017 x86 installed
either that or just copy vcruntime140.dll file and place it next to php.exe

did do the vc++ package and rebooted didnt seem to help...i was just curious
I think there's a reason for the scripts being separate. If coded correctly one should be able to run update script while the mini server is running, and all updates should be seen in the web-UI.
I have not tested this though, but that is how I would write it.
The update part only takes about 10 seconds or so on a reasonable broadband connection which is tiny compared with the actual download time, and combining the scripts guarantees you always have the latest updates before running aria.
In all honesty, you are being too clever - in this case, SIMPLE works - why overcomplicate things? It is not as if you are running Aria 24/7.
Most end users know sfa about the detailed server mechanisms.
They just want to download uup files and as @Kari said, ALWAYS run UPDATE first before running RUN to make sure everything works properly. So combining the two scripts makes sense, and even a relative beginner could do it.
The fact that you can do perhaps as you suggested is not relevant to my suggestion. You can still use original scripts of course.
