I found this thread helpful when transferring Sticky Notes, and I’d like to add what worked for me.
Note: We were going from Win 10 Build 1709 to 1809
Copy the plum.sqlite file from its original location: (%LocalAppData%\Packages\Microsoft.MicrosoftStickyNotes_8wekyb3d8bbwe\LocalState).
1) Make sure Sticky Notes is closed and no instances are running (as originally stated)
2) Reset the app, as KennethRytter stated
3) Reopen, or browse to the file: %LocalAppData%\Packages\Microsoft.MicrosoftStickyNotes_8wekyb3d8bbwe\LocalState, the folder should be blank, nothing in it.
4) Paste the plum.sqlite file into the empty area (folder)
5) Reopen Sticky Notes

Trying to transfer Sticky Notes collection from Windows 11 to Windows 10. Copying plum.sqlite doesn't seem to restore the users set of Sticky Notes. Opening Sticky Notes on the Win10 PC shows no Sticky Notes -gives the impression that the data is stored somewhere else? User doesn't have a Microsoft Account (doesn't want to create one either) so that method of syncing isn't available. Ideas?
