    Could the tutorial be updated to indicate that upvoting only applies to suggestions please

    Hello!

    Must I have a Microsoft account AND join insider program to send feedback or browse feedbacks?

    I for one have no interest to use insider builds, there release versions are more than buggy enough for me.

    I also saw little reason to use a Microsoft account instead of a local one, any particular advantage I might get besides browsing other people's feedback?
    I have an old hotmail account that I last actively used on MSN Live Messenger, I used that before to install some modern apps on Windows 8. But they were rather crappy so I left it at that. Can I merge a local account and a hotmail/MS account if it comes to that?
