    The message is normal when the setting is set via policy instead.

    What would be triggering Windows to switch the mode to full when I try to change it by just pressing the button though?

    Shawn, I believe there's a mistake in Option 5 instructions. I'll explain: I had an issue where Full button in Diagnostic Data was greyed out, with the "Some settings are managed by your organization" warning visible. I needed it to be enabled in order to join Windows Insider program, because the "Get Started" button was greyed out too. So I found this tutorial and merged the Force_Full_diagnostic_and_usage_data.reg, but it didn't fix my issue. I inspected the registry file that I had downloaded and then I noticed why it hadn't worked.

    You stated on instructions that the DWORD is HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\DataCollection, which I'll call regkey 1. However, if you inspect any of the five registry files on Option 5, you'll see that the DWORD stated there is actually HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\DataCollection, which I'll call regkey 2. Similar keys, indeed, but not identical.

    It was only after setting AllowTelemetry DWORD on regkey 1 (the one you stated on instructions) to 3 and rebooting that the Full button (and also the Get Started one at Windows Insider menu) became available once again. Then I went to regkey 2 (the one stated in the registry files), and there was another DWORD named MaxTelemetryAllowed, whose value was 1, which makes me suppose AllowTelemetry value in the same regkey 2 should be only either 0 or 1. In regkey 1, there was also another DWORD named DoNotShowFeedbackNotifications, which I changed from 1 to 0 just to be sure Full button would be available again.

    Anyway, I would like to thank you for the tutorial, because it still managed to fix my issue.

    Thank you, but they are correct in the tutorial.

    The registry values in Option 3 are for when you set them via Settings in Option 2.

    (HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\DataCollection)
    The registry values in Option 5 are for when you set them via Group Policy in Option 4.

    There is the same settings by using group policy.
    User Configuration -> Administrative Templates -> Windows Components -> Data Collection and Preview Builds -> Allow Telemetry
