Do I use "How to Delete a User Account in Windows 10" or "How to Delete User Profile of an Account in Windows 10"?
I bought a used laptop.

HP 17-e117dx
Windows 10
The system was reset but in the process, the user account was setup with the owners name and a Microsoft account was setup.
Also an Outlook account.
Both with the same email address and password.
Now, I ONLY use LOCAL accounts and do not use Outlook.
I would like to get rid of the Microsoft and Outlook accounts and revert to a Local Account.
Also, do I use OneDrive and that too has been setup up and I would like to get rid of that.
I have setup to Log on as a Local Account and changed the logon account name.
I notice that the User folder name has not changed.
I think can change the name and password on the Microsoft and Outlook accounts but I would prefer to get rid of them completely.
I really don't want to reinstall Windows and I have not tried a reset using the HP recovery since this might give me some trouble and a lot of work.
In any event, I would need some guidence using the HP recovery.
Is there an easy way out of this?

The easiest way to start fresh would be to reset Windows instead so that you can set it up with your own account without any left overs from the previous owner.

I have prepared myself for that option and I suspect that it will be the cleanest.
I'm inclined to do that.
I trust it will not affect my disk partitions.
I reset and got rid of my problem.
I also got rid of a lot of "Bloteware" and of course all the HP stuff.
I will try to recover some of the HP support stuff but the rest is well rid of.
Perhaps I misunderstood the expected results from deleting a user profile? One of my users had trouble with the wifi GUI being blank in his account. I logged in with the local administrator account and saw that there was no problem with that account. So I figured it was a user profile issue and proceeded with option 1 to delete his problematic profile. The good news is that it fixed his wifi problem. The bad news is that he lost a bunch of files that he had saved to his desktop. My understanding is that deleting the profile would reset account customization but preserve actual user files like folders and office documents. Did I misunderstand the procedure or did my unfortunate user just encounter a bug related to profile deletion?

I'm afraid that you did misunderstood. Deleting a user's profile will delete the account's "C:\Uses\(username)" folder.
A new profile folder will automatically be created when the user signs in next, but everything in the old profile folder was deleted.
You might check to see if anything may still be in the Recycle Bin. Otherwise, I hope there are backups available.
