You may need to talk to the domain administrator to see if they may have a policy enabled preventing you from changing the account picture on the domain PC.
Did you try OPTION TWO to change your Microsoft account picture online at Microsoft to have it synced with your PC? This won't work while you have a default picture set for all users though.
Thanks again. I did report this to IT, but they didn't know what to do. I will ask about policies though. Also, I do have full admin rights, so if I knew where the picture was stored, I could change it directly. I'm not logged into this PC with my Microsoft account so I don't think it would sync would it?
Is that PC joined to a domain?

The blue note box at the top of the tutorial can help show you were the local cache is for the recent and current account pictures.
