Thanks Cliff, nice to know it is not only me.
No problem, it might just be a symbolic link for NVIDIA control panel, that actually should be hidden, and isn't(because it can be accessed from Ncpl itself.

I'm thinking that dead shortcut is a defunct link to Action Center as it no longer exists but the code is still lingering somewhere in the system.

Just odd my laptop doesn't have it, that's why my hypothesis above, but if you don't have NVIDIA, well then the hypothesis is wrong.

I just checked my insider VM, and the blank file is there.
And a VM, being a OS version of a hardware/bare metal parasite(and if setup a parasitic symbiont), it doesn't have or need anything from NVIDIA to use my card, sooooooo...
    the puzzle goes on

    Hello Steve,

The only way that I know if is:

    1) Increase DPI scaling level.

    2) Decrease screen resolution.

    3) Increase text size. (build 17692 and later)

    4) Not sure if toolbar text is considered the same as menu, but if so:

I don't think it's the menu size since I already have a reasonable size menu font set by the .reg fie method. Method 3 might persuade me to enable the feature update to 1803.

    I don't think you can.
You'd have to delete the Toolbar in question, re-name the folder from whence it came then re-apply the Toolbar with the new name.

    Steve,

You rename a toolbar by removing it, renaming the folder that you are using for it then attaching the new folder.
