    This could make you think it's not working if it only turns off the display during that set time since it's not yet 20 minutes you have set for "On resume, display logon screen".
    It's not locked when I wake up in the morning, after sitting all night. I can just move the mouse and go right to work.

    Just to verify in case this may be at startup, do you have Users must enter a user name and password to use this computer checked in netplwiz?

    Well, it looks like you have everything set properly to require you to sign in after 20 minutes of being idle.

    I think I found my answer, I went back through all the stuff I might have removed using the MSMG toolkit and found this entry, I'm betting in my zealousness to get rid of all the apps I could, I deleted it along with the rest...

    That does seem like it would be related.

    As a test, are you able to manually lock the computer using Win+L?

    Yes, that locks it. Thanks for the shortcut, maybe I should use it as I leave.

    But I think you're going to tell me that shortcut triggers the lock app???

    Correct.

    You could try a repair install to see if it may sort it without losing anything.
