I would try with Avira uninstalled first.
If you still get an error, then yeah set UAC back to default, undo the GPOs, and test again. You can always set it back afterwards if it's not the issue.

Possibly Solved?
Thank you so much for sticking with me on this!
Restore restores without error! (although I'm not sure I can create automatic restore points with Task Scheduler yet). Here's what I did (rebooting in between each step).
1. Uninstalled Avira. (Had to reboot & then uninstall the rest of it & reboot)
2. Restore still didn't work, so I created a new restore point & tried again.
3. Restore still didn't work. Changed UAC to default.
4. Restore "restored" worked without error.
5. Changed UAC back to "never notify" & rebooted.
6. Created a new restore point & tried restore again.
7. It still restores without error.
1) Right now, Windows Defender is my only antivirus, so I feel I need to either reinstall Avira or maybe get Avast. Do you have any suggestions there?
2) I notice that your tutorial said that creating automatic restore points using the Task Scheduler required UAC to be at the default. Did Microsoft change that or do I just have a temporary fix?
3) If I delete all the restore points created within 24 hours of my next scheduled attempt using the Task Scheduler, will Windows still want to wait 24 hours from now?

That's great news.
UAC is required to run the elevated task.
Personally, I use Malwarebytes Premium, but Avira or Avast are ok.
If you did step 1, the 24 hour period will no longer apply.

Thank you once more. Unfortunately, everything isn't perfect. New restore points aren't being created, even though I can create a new restore point manually or using the shortcut that you showed in another tutorial Create System Restore Point shortcut in Windows 10.
I right clicked the tasks (Windows Defender & System Restore) in the Task Scheduler & chose "Run". However, they didn't work. So I tried to follow the steps in this tutorial, rather than the ones I did before. The problem was that I don't have a password on my account. I login automatically & no one else has access to this computer.
1) Is there a way that I can bypass having a password for my user account & still create automatic restore points?
2) Would not having a password prevent my other option (running Windows Defender with the option to first make a restore point set in the registry) fail, even though I could modify these tasks without Windows asking me for a password?

Ah, that would be why then.
You have to enter the password of an administrator account for the task to run elevated "Run with highest privileges".

System Restore Solved
First, thank you @Brink for all your wonderful help. I would have never solved any of this without your excellent help!! In case this helps anyone else, here is a summary of what I wanted to accomplish & how I ultimately did it.
My system is Windows 10 Pro. My user account has administrative rights & I do NOT have a password. I keep my computer on all the time & run various, scans, backups, etc. at night while I'm away from the computer.
I wanted the following:
1. Create an automatic restore point every morning before I used the computer.
2. Be able to have the restore point actually restore.
3. Have the User Account Control (UAC) set at never, so I was not bothered every time I started a utility, game, or other application.
Here's how I did it:
1. I have gpedit.msc set this way
I don't know if this hampers anything, but at least everything works.
2. I followed the steps listed in this tutorial, with ONE exception. In his Step 4, On the General tab, I put a checkmark in the box "Run only when user is logged on". This is because I leave my computer on all the time & my restore point is created at a specific time while I'm logged on, so I'm always logged on unless unless the computer is rebooting. I'm guessing that Brink had this unchecked because his tutorial creates the restore point before the user is logged on.
3. Through trial & error (mostly error), I can't tell if the UAC must be set at the same level when the restore point is created AND when you run a restore. I do know that I created a restore point automatically when the UAC was set at never & then changed UAC to default & did a restore successfully. When I did, the UAC was set back to never by the restore. When I changed the UAC from never to default, I did not reboot in between the settings & I don't know if that makes a difference.

Just to let you know, when Windows updated to 1803, it deleted the HKEY_LOCAL_MACHINE\*SOFTWARE\Microsoft\Windows NT\CurrentVersion\*SystemRestore\SystemRestorePointCreationFrequency key (& the DWORD value of 0) & the daily system restore that I created in the Task Scheduler, following this tutorial, no longer worked. I had to recreate the key & value in the registry. Now it works again. I hope this helps others, if they have this problem. Thanks again for all your help.
