    What does it show in System Restore instead like below to see your restore points?

    but When I restart the computer, I do not create a new restore point

    In that case, verify that the DWORD from step 1 is set to 0. If it's not, a restore point will not be created more than once in a 24 hour period using this method.

    This one below from step 1 on the first page, but it looks like you already have it set to 0.

    As a test, how does using the shortcut created from step 2 below work for you to create as many restore points as you want on demand?
