Can I weigh you with a workaround I've been working on — not on my own but depending on helps and tweaks of other wonderful users — but couldn't get it fully to work?
I can install DesktopListView or DesktopFolderSwitcher, and both of them are able to provide with a list view of the Desktop icons. However, with my dual monitor setup the texts of the icons remain okay, but the icons themselves disappear…
I am trying option 4 on Windows 10 Version 10.0.17134 Build 17134. The desktop icons do not change after signing out and back in. Is this technique obsolete now as well??

It still works for me. Are you noticing if explorer is being restarted when you run the .bat file?
Are you able to use any of the other options?
This doesnt work for a default profile. I've tried everything and can't get a new user to get the small icons.
I tried injecting this into the default user hive.
Are those bat especially 'Small_desktop_icons.bat' is working in the latest Windows 10 v1809? Confirmed?
EDIT: I checked the BAT file REG path & export mine
