A couple of things.
1. There have been issues where the USB has not been reformatted correctly. It's worth manually formatting it before creation.
2. Did you check the Multiboot MBR/UEFI switch?
3. Do you have another PC you can use to check if the USB is bootable?
Try F7 again to get the boot choice menu. Make sure you have a known bootable USB plugged in at the time, the USB option may well not be listed unless a bootable USB is found when the bios first powers up.

As I say, the USB that I created on the 32bit Tesco is not bootable from the 64bit Levono. Actually, I made two of them and neither one is.3. Do you have another PC you can use to check if the USB is bootable?

A new drive made in the Tesco Connect is seen in the F7 menu, but just gives a wordless light blue screen for a minute, then shuts down the machine
A new drive made in another machine (as a 32bit disc) is seen in the F7 menu, does the same
Both were formatted Fat32 in advance.
I don't have any other bootable USBs, but I just made a 32bit Linux Mint (cinamon), using Rufus.Try F7 again to get the boot choice menu. Make sure you have a known bootable USB plugged in at the time
The linux mint USB in the Tesco Connect is seen in by the F7 menu, but it "boots" to Windows
The linux mint USB in my main computer, Lenovo Yoga2Pro is not seen in the Bios menu (I'm guessing that is something to do with the UEFI/Legacy setting, which I'm not prepared to mess with)
The linux mint USB in a third (old, dualboot XP/ubuntu) machine autoruns Mint on startup.

I noticed in the post of all the F7 options that you have Secure Boot enabled. That is known to possibly cause the USB stick, and any other external USB, to not boot. It's a safety feature against somebody popping in a thumb drive and wreaking havoc. Suggest you disable Secure Boot and try.
Looks like he has UEFI. But, they are in the wrong order. Switch the boot order priority to have the USB UEFI first, not second.
I'm not sure how to boot to USB from Bios. The Bios settings under Boot are
Boot option Priorities:
Boot option#1: Windows Boot Manager
Boot option#2: UEFI: Built-in EFI Shell
..and the only available settings under each one are (1) Windows Boot Manager; (2) Built-in EFI Shell; or (3) disable
I have now disabled secureboot anyway, but it doesn't seem to make any difference
I guess I wrote out that list of boot option priorities when there was no USB plugged (or with one plugged in, but not recognised).
At times when there is a USB plugged in (which is seen in the F7 menu), then the boot option priorities are :
Boot option 1:UEFI:NameofUSBDrive
Boot option 2:Windows Boot Manager
Boot option 3:UEFI:Built-in EFI Shell
so, I guess there's no need to bump up the priorty of option 3? (I'm a bit worried about doing so in case I can't get Windows back on top later)

When I _manually_ launch Built-in EFI Shell, I get a console UI.
when I run fs3:\EFI\Boot\bootia32.efi from there, I get the 'wordless light blue screen for a minute then the machine turns off', thing - the same as when I try and boot the USB from BIOS
