Hello zebal,

Leaving "Administrators" as the owner wouldn't hurt anything, and will allow you to continue using the .reg files in the tutorial to make changes if wanted.

It's also fine to change the owner back to "TrustedInstaller" to prevent any changes to the key by mistake.

I am the only account holder on the PC and am Administrator. PowerShell is not open. Am I missing something?

I get the same error with 2004

The admin version worked fine

Correct. Steps 3 and 4 must be done to gain ownership and permission of the registry key first before the REG file can be successfully merged.
