That's why I was wondering if there was a way to do it with Powershell; honestly, I'm just looking for ANY automated way to achieve this.

I'm not aware of any other way right now.

The notiication center is one of the things that was messed up for me on the upgrade to 1903 this weekend. I managed to fix almost all of the oddities back to "normal", except for the Notification Center. It shows properly on a new profile, but not on mine. I decided not to try to move everything from my existing profile - but to just put up with this. I did try both the reg and policy editor way to get the notification center working again. Neither appeared to work.
Then I noticed your comment in the directions about touch screen, and lo and behold - THERE IT IS!

    Hello Mark,

If you haven't already, test doing this below to see if it may toggle the Action Center to work again:

    1) Disable the Action Center using option 1 via group policy.

    2) Restart computer to apply.

    3) Enable the Action Center using option 1 via group policy.

    4) Restart computer to apply.
